1.0       PURPOSE OF THE REPORT

 

1.1       To provide Council with details of reports received and decisions made by the Executive and any subsequent recommendations to Council since the last meeting of Council on 15 November 2023.

 

 

2.0       DETAILS OF THE MEETINGS

 

2.1       The following sections provide details of decisions made by the Executive and recommendations to Council since its last meeting on 15 November 2023.  The meetings were held on the following dates:  28 November 2023 (Performance Monitoring), 12 December 2023, 9 January 2024, 23 January 2024 and 6 February 2024.

 

2.2       28 November 2023 Executive (Performance Monitoring) Meeting

            The Executive Members met on Tuesday 28 November 2023.  Attending the meeting were:  Councillor Carl Les in the Chair.  Councillors Derek Bastiman, David Chance, Gareth Dadd, Keane Duncan, Michael Harrison, Simon Myers, Janet Sanderson and Greg White.

 

In attendance: Councillors Chris Aldred, Alyson Baker, Barbara Brodigan, Caroline Dickinson, Paul Haslam, Peter Lacey, Andrew Lee, Cliff Lunn, John Mann, Karin Sedgwick, Malcolm Taylor and Andrew Williams.

 

Apologies: Councillor Annabel Wilkinson.

2.3       12 December 2023 Executive Meeting

            The Executive Members met on Tuesday 12 December 2023.  Attending the meeting were:  Councillor Carl Les in the Chair.  Councillors Derek Bastiman, David Chance, Gareth Dadd, Keane Duncan, Michael Harrison, Simon Myers, Janet Sanderson, Greg White and Annabel Wilkinson.

 

            In attendance: Councillors Eric Broadbent, Paul Haslam, David Ireton, George Jabbour, Andy Paraskos and Arnold Warneken.

·         Catterick Garrison Town Centre Regeneration Project – Levelling Up Fund Project

·         Delivery of the New Settlement (Maltkiln) Development Plan Document

2.4       9 January 2024 Executive Meeting

            The Executive Members met on Tuesday 9 January 2024.  Attending the meeting were:  Councillor Carl Les in the Chair.  Councillors Derek Bastiman, David Chance, Gareth Dadd, Keane Duncan, Michael Harrison, Simon Myers, Janet Sanderson, Greg White and Annabel Wilkinson.

 

In attendance: Councillors Caroline Dickinson and Paul Haslam.

2.5       23 January 2024 Executive Meeting

            The Executive Members met on Tuesday 23 January 2024.  Attending the meeting were:  Councillor Carl Les in the Chair.  Councillors Derek Bastiman, David Chance, Gareth Dadd, Michael Harrison, Simon Myers, Janet Sanderson, Greg White and Annabel Wilkinson.

2.6       6 February 2024 Executive Meeting

            The Executive Members met on Tuesday 17 October 2023.  Attending the meeting were:  Councillor Carl Les in the Chair.  Councillors Derek Bastiman, David Chance, Gareth Dadd, Keane Duncan, Michael Harrison, Simon Myers, Janet Sanderson, Greg White and Annabel Wilkinson.

 

In attendance: Councillors Melanie Ann Davis, George Jabbour, John McCartney, Yvonne Peacock and Arnold Warneken.

3.0       MATTERS FOR APPROVAL/INFORMATION AT COUNCIL

 

3.1       The Executive considered the reports and resolved to recommend the following to the meeting of Full Council for consideration:

 

3.2       Delivery of the New Settlement (Maltkiln) Development Plan Document

            This item was considered at the meeting of the Executive held on 12 December 2023.

 

RECOMMENDATION:

 

i)That the Executive Recommend to Full Council that a Compulsory Purchase Order is pursued as a mechanism to deliver a new settlement at Maltkiln if an agreement with landowners cannot be reached.

3.3       Revenue Budget 2024/25 and Medium Term Financial Strategy

This item was considered at the meeting of the Executive held on 23 January 2024 and again at the meeting of the Executive held on 6 February 2024. A separate report will be presented to Council on 21 February 2024 setting out the recommendations of the Executive.  For clarity and ease of reference, this report has been updated to reflect all amendments and updated recommendations arising from the two meetings.    

 

3.4       Second homes Council Tax Premium

This item was considered at the meeting of the Executive held on 23 January 2024.

 

RECOMMENDATIONS:

 

The Executive is asked to recommend to full Council that implementation of the following be approved:

 

a)            The application of the current premium of 100% for all dwellings which are unoccupied and substantially unfurnished (empty dwellings) from a period of one year with effect from 1st April 2024;

 

b)            The application of a premium of 100% for all dwellings which are unoccupied but substantially furnished (second homes) with effect from 1st April 2025; and

 

c)            That the Section 151 Officer is given delegated powers to implement the policy in line with the Council’s requirements and any guidance given by the Secretary of State or regulation

3.5       Council Plan 2024-2028

This item was considered at the meeting of the Executive held on 23 January 2024. A separate report will be presented to Council on 21 February 2024, that the Council Plan for 2024/28 be adopted.

           

3.6       Admissions Arrangements

This item was considered at the meeting of the Executive held on 23 January 2024. A separate report will be presented to Council on 21 February 2024, that the admission arrangements be adopted.

 

3.7       Allocations Scheme for the Provision of Social Housing

            This item was considered at the meeting of the Executive held on 23 January 2024. A separate report will be presented to Council on 21 February 2024, seeking approval of the proposed North Yorkshire Council Allocations Policy for Social Housing following public consultation.

 

3.8       Selby District Local Plan – Revised Regulation 19 (Publication version) Draft Plan for Public Consultation

            This item was considered at the meeting of the Executive held on 6 February 2024.

           

RECOMMENDATIONS:

 

i)      To recommend to Full Council that the Draft Revised Publication Local Plan document at Appendix 1 of this report is approved for consultation in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) regulations 2012 (as amended);

 

ii)     Delegate to officers the arrangements for the consultation to take place for six weeks between 8 March and 19 April 2024; and

 

iii)   Delegate to the Head of Policy and Place and Assistant Director of Planning in consultation with the Executive Member for Open to Business, any minor amendments required to the documentation for typographical, grammatical and factual or Plain English purposes and any amendments required to address issues raised in the final HRA and SA reports to the documents prior to publishing for consultation.

3.9       Maltkiln New Settlement – Submission of the New Settlement (Maltkiln) Development Plan Document

            This item was considered at the meeting of the Executive held on 6 February 2024.

           

RECOMMENDATIONS:

 

To recommend to Full Council:

 

i)      That the Council submit the Submission Draft DPD and accompanying submission documents to the Secretary of State for examination.

ii)     That the Corporate Director Community Development in consultation with the Executive Member for Open to Business, be authorised to make minor amendments and graphical improvements to the Submission Draft DPD and submission documents prior to submission.

iii)   That for the period of the examination in public, delegated authority be given to the Head of Infrastructure and Delivery, in consultation with the Executive Member for Open to Business, to:

a.    provide formal responses to questions from the Inspector alongside other supporting statements and documentation as requested by the Inspector.

b.    agree modifications to the plan through the examination period in order to make the plan sound.

c.     To undertake all other necessary steps required as part of the Examination

3.10     NYC Pay policy for Senior Managers

This item was considered at the meeting of the Executive held on 6 February 2024.

           

RECOMMENDATION:

 

To recommend to Full Council that the 2024-2025 Pay policy be approved for publication.
